When did the law that prohibited most individuals from making investments in Private Companies change?

The JOBS Act of 2012 changed the law and removed the restriction that prohibited Private Companies from offering investment opportunities to individuals. Under this law the Securities and Exchange Commission ("SEC") was directed to establish a rules framework for individuals to make investments in Private Companies. Hence Regulation Crowdfunding ("Reg CF") was released and became effective on May 16, 2016.
